Im answering you 6years later homie. Basically, Bochan did low short + low jab to tech a potential throw and cancelled it into dp > fadc incase it hit/got blocked. In this case it worked and he got rewarded with the dp fadc confirm for ultra. Its some layer 3 tech that was developed by Momochi a while back
