If you don't know what the capital city is of which country, how do you know which country the article is talking about? If one states what one means, there is no confusion. For Russians, this might be second nature, but for westerners, it doesn't make sense. Example: the Russians targeted Kiev and wiped it out. Well, did they destroy Kiev, or Ukraine? The two are not the same, even if one represents the other.
Likewise, western media often refer to leaders instead of the country they represent, which isn't accurate, but is something of a western habit. Call it propaganda if you will, but I suggest we are talking cultural differences here, which can be easily misunderstood.
