Does this work the otherway. Lets say an ameican dimmer like Lutron is used. If the dimmer dims will it dim in the app

I have no neutral set up with Philips hue. I need two way switch (light switch A is upstairs and light switch b is downstairs). Also will it work with Philips dimmer switch?
