There has to be some kind of confusing wording on the Chinese language forms. So often I see them claiming something is OK because it's dried, there has to be something on that form that says you can have dried foods or something. I see them claiming this on like every episode.
In China you can kinda just get away with breaking rules like this and mostly nobody will care. That's probably where this attitude comes from: the idea that they probably won't get caught and lack of education about the environment that makes them think it's a stupid rule anyway.

Here in America, the law-abiding cirizens get the third degree. Meanwhile, criminals are allowed to do whatever they want.
