Apparently you are a "yout" who never puddled around with an old Evenrude or Johnson 2-stroke which were easily twice as loud as these little Hondas yet at the time they were considered "quiet" compared to other outboards and quite pleasant engines to use out on the water. Kids today, never happy. What a world we live in...
This is on a 14 ft aluminum boat and it doesn’t have enough power to plane it out even if I took the gas tanks out and the other motor off. I would say no.

Why can’t they make them as quiet as their generators?
The 4hp+ are, the one is air cooled, hence it’s noise volume
