      Please, allow me to elaborate on this matter with you. Hopefully, it will give you a better insight into the entire situation and change your thoughts about this brand or any other brand that labeled their 'eyeshadows' as pressed powders. As there are hundreds other cosmetics brands using the same terminology.
      One reason could be differences in regulatory standards between the two regions. In the USA, the Food and Drug Administration (FDA) regulates cosmetics and has strict guidelines for cosmetic safety. The FDA lists color additives approved for cosmetics, including those intended for use around the eyes. Suppose an eyeshadow contains a color additive, not on the FDA's approved list. In that case, it may be marketed as unsafe for use in the eye area in the USA.
      The FDA's regulatory framework for cosmetics is based on the Federal Food, Drug, and Cosmetic Act (FD&C Act) and the Fair Packaging and Labeling Act (FPLA), which were both enacted in the 1930s. While the FDA has updated its regulations and guidelines over the years, some critics argue that the agency's methods and requirements are less stringent than those of the ECHA.
      In Europe, cosmetics are regulated by the European Union (EU) and the European Chemicals Agency (ECHA). The EU has a list of approved colorants in cosmetics, including those intended for use around the eyes. If an eyeshadow contains a pigment approved for use in the EU, it can be marketed as safe for use on the eye area.
      The ECHA, on the other hand, was established in 2007 to implement the European Union's chemical legislation, known as REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals). The REACH regulation places a high emphasis on the safety of chemicals. It requires companies to provide extensive data on the hazards and risks associated with their products.
      Changes in regulations: Regulatory requirements and safety standards can change over time, requiring cosmetics brands to monitor and adapt their products and processes constantly. For example, a new safety concern may arise that prompts regulators to update their guidelines, impacting the safety testing or labeling requirements for cosmetics.
      In conclusion, differences in regulatory standards between the USA, Europe and the rest f the globe can lead to variations in the safety labeling of cosmetics, such as eyeshadows. The FDA and ECHA have different approaches to cosmetics safety and regulation, which can create challenges for global cosmetics brands trying to comply with multiple regulatory frameworks. Regulation changes can also impact cosmetics safety and require brands to adapt their products and processes accordingly. Cosmetics brands must stay up-to-date on regulatory changes and prioritize consumer safety to ensure their products are safe and effective.

      Thanks for elaborating on this.
      I was thinking of buying these eyeshadows as the color stories in there were exactly the ones that I was looking for.
      However, since I use eyeshadows on daily basis I was wondering if these ( pressed powders & not recommended to use around the eyes) would be safe enough.
      Btw, loved detailed step by step tutorial. It was much helpful.
