Do the Forge Worlds all answer to Mars or do they operate independently of one another? Cause if Mars controls them isn't that a hell of a lot of power for one person to control? The Fabricator general of Mars?

They operate independently within the hierarchy of the overall Adeptus Mechanicus. Mars is the Mecca of the Mechanicus so to speak, and the most high ranking member (the fabricator-general) resides on Mars. The forge worlds themselves have a wide-degree of independence though.

Hoods are a thing for the Adeptus Mechanicus. Its an element of mystery as it prevents one from seeing fully how they look like.

Your absolutely right. They look like wear hood and gas mask. Are they make new army and new ship? More like a billion army to serve The Emperor's will.
