Extreme winds knocked over pedestrians and ripped roofs off houses in western China’s Xinjiang Uygur autonomous region. The winds reached speeds of up to 63 mph (101km/h).

It's not that the winds were that strong, they just didn't think about wind when they built those buildings and now it funnels and accelerates wind through that passage.
