Pretty much I asked the question in the comment section about the guy with the pack on his back looking for energetic rhino beetles, I don’t know if anybody else has already mentioned it but I always found it unusual.
Let’s be real here, Majora‘s Mask can easily fill the entire top 10 on its own.

Tingle (He first appeared in MM, so I think it counts)
Happy Mask Salesman
Gibdo man/Pamela's father
Kamaro
Hand asking for toilet paper (Same case as Tingle)
The Beaver Brothers (they look like they high on LSD all the time, man...)
The Goron Elder
Keaton
Sakon (Let's face it, the dude is pretty much HMS long lost brother, and is Termina's worst criminal. Also, you can literally murder him.)
The Moon Children
Yeah, I think MM definitely could fill an entirely list on its own.

Another character I see as weird in Zelda is Agitha from Twilight Princess (the lady obsesssed with bugs). Not only does she want 24 bugs for her "royal ball" but she sees herself as a "princess" of the "bug kingdom". The worst part about her is that she sends Link a letter about one of her own DREAMS and it is so WEIRD!
I mean she is a little girl so that explains why she acts that why

Wanting to take baths in snail slime and saying that the stag beetles' pointy pincers must "feel so good" are two of so many reasons to question wtf is happening
I always found Tingle to be an impressive character in Majora's Mask. Quite a shame not a lot of people like him, though.
MM Tingle is fine. It’s Oracle of Ages and especially WW Tingle that’s just. Ohhh fUCK NO.
A LOT of people like Tingle...it's just that most of them are Japanese.

The lore implications of the Ooccoo are just... weird.
I mean, the theory is that the Hylians descend from them, but I've been thinking about Skyward Sword being the first chronological entry, and it made me wonder- what if it's the other way around?
I mean the Hylians in Skyward Sword were definitely as close to the goddess as possible, lived in the sky, and each of them had a goddess-assigned bird soulmate... What if someone at some point thought it was a good idea for them to become even closer to their birds... and the result of that was the Ooccoo's?
It is a tumultuous implication, indeed.
The Happy Mask Salesman is the best NPC in The Legend Of Zelda series, he is In both The Ocarina Of Time and Majora's Mask as a very helpful NPC, he did have a mask shop in the Hyrule castle town and was there for side quests, in Major's Mask he was robbed by a skull kid and he took Majora's Mask and he told Link that he needed to get it back due to the evil within the mask, The Happy Mask Salesman was the most unique NPC I ever did meet in the The Legend Of Zelda series and I hope we get to see him more in the series ✌️
I can never forget that crazy blood moon fanatic from the Duelling Peaks Stables in BOTW.
Maybe even a bit creepy with him running around during one.

I also can never forget Loone the lady who was in love with an ancient orb she named Roscoe
Majora’s Mask was a weird Zelda game, But We still love it.

The Hand in the Toilet and the Great Fairies from The Legend of Zelda franchises are ALL definitely and totally one of THE Weirdest NPCs I've ever seen.

I say Kamaro from Majora's Mask, Magda from Breath of the Wild, Ooccoo from the Zelda franchises, Happy Mask Salesman from Majora's Mask, Maggie from The Wind Waker, Kilton from Breath of the Wild and Tingle himself from the Zelda franchises are ALL definitely and totally one of THE Weirdest NPCs I've ever seen Throughout the Years of the Zelda games.

In breath of the wild has anybody else gotten that subtle threat from the one that has the pack on his back and the mule? When you refuse to sell him in energetic rhino beetle he gets upset and figures he will not get so upset and hire somebody to steal it from you and then realizes he said it out loud.

Or the fact Beedle was also in Skyward Sword and Wind Waker. Are those Beedles related?
Majoras mask is a good game but a weird one

I mean magda has litterally earned herself the nickname "Flowerblight Ganon" amongst fans, and Tingle is Tinlge
Bettle in general is a little in both SS and BOTW, in SS he will drop you out of his shop if you don't buy anything and he enjoys doing that by the look on his face, and that he will try to think of a plan if you refuse to give him a rhino bettle in Botw
In the Minish Cap there's a reference to Maggie and Moe in a book titled "Married to the Moblin"
I loved the kamaro mask as a kid ahh so many good times running up to the happy mask salesman and dancing for him

I will always be forever thankful for Hyrule Warriors making some of my fav NPCs playable.

I think maybe some of the spirit tracks characters should have been there, the wise one at least, maybe Cole and Byrne/Steven (depending on the American & UK game versions which also have some differing dialog)

I have to admit,I like to drown Tingle in Smash Ultimate's Great Bay stage by popping his balloon while he's over the water. I just think that based on how he seemingly enslaved his brother in the Wind Waker,it's justified for me to do that.
