Is this boric acid powder that you are using? Nickel powder is supposed to be black/ grey in colour. Isn't it?
WD 40 does the same job. Also use it to tighten or loosen bolts, use it to clean rust effectively, use it to improve spark plug connectivity, use it on the battery joints if required. A light coat of WD40 would also be great to prevent rust from appearing on these steel bars. (apply it every week with a micro-fiber cloth) and you can keep one small spray can in your backpack too if you are going on a bike road trip.

Baking soda or nickle power u can use. Make a paste with lemon juice.
River banks ki mitti (kamp) jisme kuda kankad nahi hote,sirf fine dust particles hote he us se bhi kam ho jayega... Powder ho ya mitti, jo fine emery powder jaisa work kare vo chiz rust nikal degi... Fine particals ka coating kar ke microfibre cloth se rubbing karne se rust remove ho jayega... Fast effect lane ke liye mitti ya powder pest banane ke liye pani ki jagah coco cola ya pepsi use karo.... 100% result aasani se milega....

You don't have to use any aluminium or scrubber. Use a rag, wet it, squeeze out water, sprinkle powder, rub.

Haven't you tried Schevaran Super lime away. Absolute wonder. Apply it wait for 5 minutes and walaaah rust is gone

That is really a low cost and effective method but did the rust come again.
It would eventually. This would probably need a coat of anti-rust. a light coat of oil would also do the trick.
