There are actually some real dresses that have been designed to set alight and then reveal a new dress, so you get a lovely dress made from fire-resistant material, basically build a new dress or cloak made from a very light-weight flammable material and build it onto the 1st one. Tada! Magic fire dress! ❤❤❤

Hate to say it, but it's just CGI. It's not possible to burn something, especially cloth, without releasing heat. Even if Cruella didn't get burnt, the dress beneath would be scorched and reek of smoke.
