You must also appreciate PV Narasimha Rao, as being the most important PM in those times. It is because of him, the real plans were made to liberalise the Indian economy which was utterly desperate in 1990-91, due to the collapse of USSR that heavily undermined the spirit of a socialist five-year planning. As Rajiv Gandhi was assassinated, Mr. Rao was one of the few South Indians, within the Congress party to be elected as the PM of the country. Rajiv Gandhi had introduced changes, but it was Mr. Rao that took the country to new heights and attracted foreign investments that put money in service and industry sector, that gave employment and industrialization to the country. Due to this India had a fairly remarkable economic growth in the 1990's.

But does that confirm that the country will rapidly develop into a powerful nation like US or China sir?you may argue that the youth get the chance to vote and they are the future citizens of the country. But are all youth ideal or perfect? In this era, where people are bribed and offered alcohol and other drinks in rural areas, the future is still uncertain, sir. The political party and the people who do this type of works still continue to exploit the country while we remain the same and stagnant. It is no doubt that at this rate, due to the politics itself the country will be a 'stagnated oligarchy' in the end. Almost every developed nation had a dictatorship that lasted for 4-5 decades that gave a strong base floor for the next authority to step over it, but here we have the universal adult franchise so that the already brainwashed uneducateds and educateds voted lasting in political turbulence over the period of 50's to late 90s that hindered the nation's development in that era.
The reason you stated above can be applied while writing exams theoretically but cannot practically suffice or be perfect
