It a pause technical, you can deploy op when you paused game really quick after unpaused then pause again to deploy another op, but with phone it maybe can't be instant like in video, pc moder can do that better.
Executor S3 has ammo that 'marks' the enemies and could be manually “stopped”, just like with Horn S2 upon manually stopping the skill while still having ammo in it unleashes all the remaining shots within one huge brust that deals enormous dmg to all the marked enemies.

Reaper deals dmg to all MELEE targets in range, but only heal up to their block count

That's regular Executor, not his alter. At least at the start. The second deployment is his alter.
