It's mostly done with video editing. They get all of the different footage of the cars they need and piece them together. In their first video you can see traffic in the background jumping around, this one has a static background so it's much more difficult to tell. It's very well done though. The only inconsistency I can see initally is a very small light above the car on the right. In the very beginning around 0:20 it lights up when the car in the middle has its amber lights on. You can see it flash on and off with the shot of the other four cars ambers on. You can see it again around 1:25 when they use the same shots with the amber lights again. I've also since noticed that the second vehicle from the left has a spotlight in some shots and not others. It's very noticeable around 1:00.
