It's more than just symbolic. It will restrict their travel, they can't go to a state that is a signatory of the Rome Statute, which are if I'm not mistaken 129 countries around the world, including most, if not all in Europe. Not only that this will cause him to lose political power, since a ruling from the ICC will bear some significance, and will drive public opinion to change faster.

In conflicts the ICC will investigate in a balanced way. If you think that is wrong, you are asking for bias. That is not justice. You will need to wait and see what evidence is presented.
