Akhmad Kadyrov's betrayal of Chechens forces had a lot to do with Russian victory I. 1999 as well. Today his son Ramzan Kadyrov rules Chechnya as a vassal kingdom.
Ramzan has had some disputes with Putin over the Russian military banning beards for it's soldiers so you never know how long he will remain the Kremlin's lap dog.
Without Putin there is no one to pay for his villas, yachts, supercars and women.

Putin worked as a KGB foreign intelligence officer for 16 years, rising to the rank of lieutenant colonel before resigning in 1991 to begin a political career in Saint Petersburg. He moved to Moscow in 1996 to join the administration of president Boris Yeltsin.

I wonder how many of these videos about how badly the US lost or killed civilians he made.
Interesting fact there are many young Chechen men following in their fathers' footsteps by fighting against the Russians as volunteers in Ukraine.
They known what Russia is doing and will do in Ukraine if the world lets them. Additionally, at least some probably hope losing in Ukraine will weaken Russia enough for Chechnya to try to liberate itself again.

In the first month's there where busses coming full of Georgian men ready to fight same with Chechens. Pretty much everyone that was ever harmed by Russians are now fighting them in Ukraine. Shit if Poland and the baltics weren't in NATO I have no doubt they would've send there army's not just volunteers.
Chechnya is also a great source for Russian conscripts and mercenary companies to fight against the Ukrainians.
I'm sure Russia giving their disgruntled minorities battlefield experience and PTSD won't bite them in the ass later.

It was the stadium. Even to this day when you visit the football stadium in Grozny, there's a dozen police officers patting you down thoroughly. They even pried my powerbank to check if it wasn't an explosive. And Ramzan was there as well, watching the game.
Most of my college roommates (my second diploma was in the mid-2010’s) were Russian- one of them (born in the mid-80’s) mentioned at one point that even decades later most Russian landlords will NOT rent to Chechens due to the apartment bombings that happened. I don’t remember what we were talking about for that remark to come up but he didn’t go into much detail about why at that point.

Most estimates put the amount of civilian casualties in these wars at 100,000-200,000, making them over 95% of all casualties
It's often between 50,000 and 100,000. 200,000 is a very high end estimate, and military casualties numbered as high as 30,000 on both sides in the conflict

Given Putin has gone on to use the same basic playbook in Georgia and Ukraine, I think it's safe to say Putin considers the tactics and methods used in Chechnya to be perfectly justifiable. In hindsight, looking at Chechnya and Georgia, Putin's true nature is rather obvious and the so-called Peace-Dividend was always going to be something of a fallacy.
