Is Kenya u don't need a bike bigger than 450cc. Rode a GS 1200 and believe me the little 250cc was keeping up with me . Unfriendly road but an amazing country with beautiful scenery. Explore Kenya on a bike. No regrets

In American Market people think a 400cc bike is bare minimum.....600, 1000cc bikes are considered the next step. I ride a CF Moto 450SS also known as 450SR elsewhere.
In africa ,Kenya to be specific,most beginner riders start with200-250cc
Though some people start with 400cc+

These are not factory showrooms, they are private individuals traders who import and sell Chinese bikes. They usually close down and start a new business. If want longterm spares and service look for something else.
the dealers close down but it does not mean the factory has closed down, importing spares is very easy

Yes
But in some machines they have a higher cc but also fuel economy settings to lower performance and save on fuel
