In general, the Japanese Police car has the function of "yelp siren/horn" mode.
But usually, they are not allowed to use it for the purpose of showing "give the F***ing way" intention for pedestrian and other car traffic (even if the car responding in code 3).
And, the car can only use the same siren - cannot switch to another type of siren such as the U.S. - at any length by using the foot button.
Therefore, they use loudspeaker for pedestrian and other cars yelping this kind of warning: "Emergency-car go across the red signalled-road! Please be cautious!!"

I find it funny how the Japanese use loudspeakers to talk to traffic and pedestrians during code 3. Even in extreme traffic situations people should generally get the gist of it and give way nonetheless. I guess they just want to be extra cautious lol :D

No. It's because the Japanese don't view priorities of emergency vehicles as simple as stop + give way. Each situation is different and each situation requires different responses. Sometimes they want you to stop immediately, sometimes they want the flow to move even faster, sometimes they don't want you to stop immediately but at a designated location which only active communication enables. The western way is not golden standard.

      Hello!
I am a Japanese who knows Japanese police!
Japanese police cars are replaced by new ones after about 5 years. (Sometimes some police cars run for about 20 years...)
Police vehicles are basically purchased in bulk by the National Police Agency. However, prefectures may purchase additional vehicles on their own.
Each police car in Japan costs about 4 million yen. (Toyota Crown)
Incidentally, there are about 2,000 black-and-white police cars in Tokyo.

Bullshit. The siren is supossed to make people aware of them, not more - not less. This siren is less annoying than US-sirens and yet more effective in combination with the orders given via the loudspeakers. Wha should they change it? Only to satisfy some murican teenagers? Yeah, dream on, yenkee...
