After the Monster vs. Human war, the underground made certain rules regarding any humans that may come down and somehow survive the fall. Given Frisk survived the fall, these rules apply to him. One of the laws was that there could be no monster/human relationships. This video takes place before the law is removed where they have a secret "relationship" (by law, it's not a legal relationship).
