Religious heads, political leaders and organizations in Kargil played polarization card perfectly instilling fear among the mass. Congress in Leh used platform of APEX and it's agendas perfectly against BJP confusing common people creating strong anti incumbency. Personal grudges against BJP and it's leaders was the key factor.
