It's true but the volume has to be high, there's "response" training that the gym a few times a week people do and "adapt" training that comes with high volume of exercise.
Facts
I went from 189lbs of never working out to 141lbs in 3 months. Genetics, diet, and working out twice a day will get you there.

I can tell that this brother has worked out before, and then took some time off. This happens for medical reasons, or financial reasons, sometimes too much depression. I can definitely relate myself. Muscle memory is a blessing, it helps us find ourselves back on track.
no one realizes that most depression (I wrote most, not all) can be cured with exercise. Get your growth hormones pumping guys, get in a bike for just 15 min a day, start there. You will (I promise) do more as you go. Oh, get rid of the toxic people! Make better choices with your food. Pray, ask God for help every day! It works!

Bro was ripped not too long ago, he had a lot of muscle built up under that fat, so once he started working out again it was quick for him to get it back.

I'm only about a week into getting back into working out and stuff like this makes it easier and easier to get back to it the next day.
I agree with other comments that you've been working out and stopped then started again. I've been going to the gym regularly 5-6 times a week, 30-45 mins per visit for just over a year and my muscles are just starting to shape up. I only lost 5kg during that process. Heart attack a couple of years ago was my motivation to start.
Just start working out guys and when you don't want to go, force yourself to go cause that's when you "need" to go. You'll always feel better after going thinking "I'm glad I went"

Look up Dr. Berg and Thomas DeLauer and Start implementing a low carb/Keto diet and Intermittent Fasting. Start looking into low calorie foods and yes they keto bread and keto tortillas if you like Tacos. If you like ice cream, there's this ice cream by the name of Nick's Swedish Style light ice cream at walmart. The whole pint ranges from 240-360 calories depending on the flavor and carbs are from 4g to 8g Net Carbs. Eat salads with low to no calorie dressings (yes they have no calorie dressing btand Walton Farms i believe) and find alternatives to the fat greasy foods you like and stick to them. Keep calories under 2000 and keep your fats and proteins up. Walk don't run and strength and resistance train. Muscle burns fat faster so use your muscles and again take enough protein to keep your muscles so you don't look flabby and like a crackhead. Also don't forget insoluble fiber. It's like a scrubber for your bowels. Walmart has it called Moringflax or something like that. And drink apple cider vinegar. 2tbsp with some water sea salt and lemon juice.
