Yes, putting butter inside your pandesal dough will not create the crust on top. The result you showed is more on the dinner roll type of bread. Butter creates more moisture/steam when baking. It tenderizes the dough.
There's a reason why we only put the butter after the pandesal is baked. We enjoy the crispy crust plus the salty butter spread in the middle.

Ivan loves Filipino food and he's got an appetite to go with it! Go, Ivan! I think Ivan is now officially a FILIPINO child!
I don't think the "new" recipe you got with BUTTER placed inside the dough is not a pandesal recipe (maybe it's someone's "experiment" on a pandesal).
Just like you said, the butter just melted in the middle of the pandesal which made it "soggy" in the middle and not firm. It's the same as putting a slice of cheese in the middle of the dough before shaping them into balls and baking them - the cheese will not mix with the dough while it's baking; it just melts inside and will come "oozing" out from the bread when you bite into it.
If you really want the pandesal to taste "buttery," you must mix the BUTTER with the DOUGH, or simply slice the baked pandesal in the middle and spread butter on it.

Nice one. Pandesal can also be filled with peanut butter or a slice of a hotdog with a cut of a sunny-side-up egg. Also, if you could try to cook "GINISANG MAIS" dish with shrimp, a very delicious vegetable dish during lunch, match it with FRIED BREADED PORK CHOP with rice. GINIISANG MAIS is a sauteed corn soup, that uses chili leaves as a vegetable, or a substitute is spinach, though the best is chili leaves. Thanks.
