Here in the UK the police give you £150 fine and three points for each tire. Then they will take your car away if you can't get it towed. Which can cost another £150. And in this case the front tire had a bubble that totals 9 points £450 fine plus 150 to get your car back.

If it’s too dangerous to drive, they’ll ground the car.
