Hypothetically yes, but you'd intentionally have to play riskier and stockpile a lot of ghosts. The highest possible number of ghosts you can clear in one move is 48, and the most lines you can clear in one move is 9. I honestly don't fully understand how the fairy meter fills up. Maybe from bigger combos? Not sure, but I'm sure it's possible to squeeze in an extra one in there. I doubt it'd do anything different though to be honest. A lot of arcade style games have messages like that at the end with near impossible feats to try to get you to play more lol. It seems like they're saying that's the dev record.
The fairy meter fills by eating ghosts. On Godhand mode, for the first fairy, you need 160 ghosts, for the second, 200 ghosts, for the third, 360 ghosts, and for the rest, 400 ghosts each. (Pac-Man calls out the number of ghosts needed for the next fairy after every time he eats ghosts) The fairy meter can also be filled by cancelling fairies, which fills the meter by half. To get the seven fairies needed would take 160+100+180+(4*200)=1,240 ghosts. This player got 1,143, 97 short of the seventh fairy. But the game is too short for seven fairies to be possible. Each time you drop a cluster, that advances the level by 1/12th, each line you clear also advances the level by 1/12th. And the game ends once Pac-Man drops on level 999. Long story short: Seven fairies is impossible. (But it is fun to try and go beyond the 37 ghosts and 7 lines goals)
