idk why suggest that it's va fault and then be like "but i don't condone any hate" maybe suggest that there are many different possibilities, like her voiceline files getting corrupt, someone added one part of her voicline but forgot the other. Any number of mistakes or bugs could have happen, going "did she forget her lines Xd?" is pointels and basless. Do better, take responsibility

Im not a voice actor so correct me if Im wrong, but Im pretty sure voice actor has the script on their hands to read all the time so them forgetting their lines is impossible unless they're working on a live action movie or something.
One possible answer is that they're behind schedule, since many devs are going home to visit their families during CNY, they prob can't double check it.
Some VAs will prefer to set the script aside and work off of memory, as its easier to get more accurate emotions when you cast the script aside for a moment. However, they will never do just one take, and they can cut and splice the best parts as needed in a section as large as in the video, as there are organic gaps within the spoken dialogue where the other half could have been added.
That's not a VA problem, usually is a director or a programing error. VA's read the script that they are send to, if they don't say the rest of the poem the fault is to someone who either cut the rest or don't gave the full script

This isn't the first time that GenshinEn has had voice over issues. In the Guns and Roses event Paimon literally leaked part of Ittos event lol
this is weirding me out, first hu tao rap from last lantern rite (her VA is good at singing tho...), then that paimon dialogue bug back at fontaine film festival (they accidentaly put itto's event voiceline in it), and now this? im starting to wonder wth happen behind the scene
True, I've heard Hutao's eng VA sings "Hu Tao" but got me wondering why her rap in the event got out of rhyme and tone. when her rap on "Hu Tao" was so well (I know she also did some cut and Connect to it but still.. It Rhymed well)

Well, can't verify with JP voice over EN subtitles since the EN translation alters the Asian versions and adds their own spins. I've seen videos where EN voice has mismatching words instead of just cut off. That's EN for you, glad I don't play in it. Asian versions being CN, JP, and KR. And all 3 of them instead of just the original CN because JP and KR can be translated very closely without losing much meaning, humor, or cultural references. I can confirm that both CN and JP voices match their respective subtitles. Pretty sure KR wouldn't suffer either.
no, she didn't forget, mihoyo is just self aware that most player skip the cutscenes, or well click through it, soo they just put a half work into the voice act, when they know the button is up to click through they will cut the va there soo they can keep a budget

i had it on autoplay and it just didnt continue she just kept staring at me for multiple minutes
i thought she just had a long pause and stayed there for a couple seconds until i realize the text and voice was completely unmatched
