Chara would win if we consider how last genocide phase 4 only has 10000 defense chara phase 7 would kill gaster easily keep in mind that chara and flowey could probably kill dust and gaster before phase 4 .
This is honestly just a bunch of ironic occurrences to keep the battle going for as long as the developers felt their determination could hold up with the project.
