    I think you are supposed to build some buildings in blocks of four and others in lines of four. And I gather the idea is to do your best to balance your costs between the four aspects of the city management for each major group: business, government, elites (upper class), and public (workers). So it's a bit of a puzzle game where I think it idea is to build up blocks and services such that you're maximizing the placements of every block. I think you'd get the hang of what you're expected to do in time, but yes, it needs more and better popup info sheets for every bit of the UI and more tutorialization or a glossary.
    I don't usually play early access games but I'm halfway tempted to join the playtest as I think with a lot of work (info card artwork, signposting, a clearer hierarchy of needs, likely other stuff I've yet to see, etc.) they might have a fairly successful and compelling game here.
    And finally, yes, _Metropolis_ is largely Art Deco coded. (As are most 1920s American skyscrapers, perhaps most iconically, the Chrysler Building in Manhattan.)

      Yeah I knew about the four blocks, took a bit longer to realise it was four in a line not three. The balancing is hard because the game obfuscates a lot of information about what your choices effect and ultimately you are at the mercy of your deck as to what comes out of it.
      I was surprised anyone knew about Metropolis :D
