It just ment "your call can not be completed as dialed, please check the number and try your call again" years ago I dated an exchange student, she went back to Japan for 3 weeks before school started and I had to use a calling card to call her. I got the same message a few times when trying to call her. My dad also flew to Japan for work, I had to track him down by phone from America, ended up getting that message a lot, I found him though. I am semi-fluent in Japanese, so I wasn't that hard to find him. "Denwa bango" means "telephone number" and "kudasai" means "please"
Translation: the number you've dialing is not yet in service please check the number and dial again ..

My phone bill is way too high to try as I call to Japan often as I live in cold small Denmark with No vending machines that I miss soo much 😭😭😭 there are only condom machines in clubs and coffee on central train station , deep sigh...homesick!
