Great start. I'd put zipper lined pockets into the inner shell before joining the two pieces. I'd keep the velcro attached and placed on one side only. Then fold over the top piece. This allow exact place fitting of the 2 sided.

I see this craft has many possibilities of usage of both sets and all ages. The fabrics and buttons can be manly as well as an infant extra carry bag is attractive.
