That is the responsibility of the local planet governments to uphold the law, so they create the local law enforcement. The adeptus arbites enforce imperial law.

Does person loose his mind and ability to control his body and will when he become a Demon Prince? I mean when Fulgrim became Demon Prince, his mind/soul was trapped and possessed by daemon. So technically Fullgrim is Demon Prince, but it's a demon who possess the body of Fullgrim and traps his soul/mind.
