    In situation where OV was crossing a CBD in a narrow channel where you said as per rule 18 we have to keep clear of the CBD , but rule 18 starts by saying "except where rules 9,10 and 13 otherwise require" so is it right to say that we are taking action in a narrow channel as per rule 18?

      No brother there is correction to it.. the answer should be as per Rule 9 D it is my responsibility to keep clear

      As per rule 18 we are obliged to not impede the safe passage of the cbd. It is not saying that we should keep clear, but once roc established rule 8f i, ii, iii comes into play. And it would be taken as a normal crossing citustion bw 2 pd vessels. And the vsl which on her stbd side should take action. Weather it is in a tss or not. It doesnt matter.
      The term not impede especially refers when the roc is not established. Its like you take a action as soon as you see the cbd vessel. And after assessing the action and still roc exists then rule 8f. Just because of this rule it does not relieve the obligation of the vessel not to impede the vessel in channel or tss.
      And the term keep clear clearly states if roc exists. If furthur confusion persists, you can see capt.anil bhatia video about rule 8f. Its clearly given in it.

      Brother... It is not like the rule 18 doesnt apply in narrow channel. Its only that the rules in 9 will override rules of 18.rule 18 still applies. In rule 9 there is no where mentioned the vessel should keep clear. It is only about impeding. Be specific about the terminology.

    2:29 come to xte extremity to stbd, re assess the situation, if still roc exist, inform master & vts and enter ITZ as per 10.d(ii). Alternatively if eng available reduce speed

    avoid alteration to port for a vessel for of her beam other than for a vessel being overtaken. we can go to port here as well

    5:15 as per rule 9d
    A vessel shall not cross a narrow channel or fairway if such crossing impedes the passage of a vessel which can safely navigate only within such channel or fairway.

    Bro, in the RV situation. If ROC is exists for a crossing on my Stbd side , if radar is operational, we can alter co to stbd, as per rule 19d)

    5:13 rule 18 does not apply in narrow channel

      No rule 18 actually says except where rules 9, 10 and 13 otherwise require. Normally, pdv shall keep clear of sailing vessels and fishing vessels but as rule 9 otherwise requires sailing vessels and fishing vessels to keep clear of a pdv (assuming she can only nanvigate safely within the narrow channel or fairway). So, the latter shall be applied. Other than that, rule 18 applies in a narrow channel.

      Brother in c.l dubey situation he has given the situation in a close range of between 1-3 miles because if the situation is between vessel having difference of long ranges then we would have altered to stbd before the situation even existed and hence we would have kept clear

    Brother one question, in case of restricted visibility how can take series of bearings and ascertain risk of Collision. Rule 19 specifically applies to vessels not in sight of one another. Just wanted to clarify this statement

      you cant calculate that all you can do is on radar increase the duration of past trails and from that you might get an idea that you are overtaking the vessel or not..if you have better idea on this then do share

      bhai that is responsibility of overtaking vessel to keep clear as when you read first line of rule 13 ''(a) Notwithstanding anything contained in the Rules of Part B, Sections I and II any vessel. overtaking any other shall keep out of the way'' so with this line it means in TSS or narrow channel always overtaking will keep clear

      If vessel is 22.5 at abaft beam then with the past tracks u can check wether she came from behind or not and that can tell u she is overtaking vessel or not other than just checking by speed
