1.After the closing hour of the Poll, it is mandatory to issue form17C by the each Presiding officer of the Polling booth to the recognised party candidate & to the authorised polling agent(s) soon after closing the EVM after pressing the total assessment button in the presence of the authorised polling agents attached to the each Polling booth & one copy of the same should be sent to the CEO, as a record, along with a concluding report by the respective Presiding officer of the polling booth.
2.Even a public can demand copy of 17C through RTI Act- 2005; from the CEO of the respective State/UT; as there is no secrecy or confidentiality involved in the said Form 17C.
3.The LS-General Elections or Assembly Elections of State/ UT; is conducted for the citizens , to the Citizens & by the citizens at their Tax Money. Therefore, CEC has no right to refuse for furnishing Form 17C, when the same is sought through Court of Law by the Citizen of India.
4.(i )What for some stationeries along with Form- 17-C & carbon papers, etc; supplied to the each Presiding Officer through a Portfolio kit at the cost of Citizens' Tax Money?
(ii)What types of training impart to the Presiding officers & other polling officers just one month before the Polling date at the cost of Citizens' Tax Money?
(iii)What for different (two or three)stages of training is imparted to all the Polling officers through the Zonal Officers attached to each constituency?
5.Whether EVM or Ballot 🗳️ voting system, the procedures, trainings etc; to all the polling staff are one & the same and also mandatory before the polling date.ECI members can't shirk their responsibilities & escape from their lapses by giving vague or deviated / misleading reply to the Court Authorities.
6.Judicial Authorities should raise query after query by summoning the ECI members including the CEC to the SC for on the spot explanations.
7.If they are not in a position to answer the queries of the Judicial Authorities, all the ECI members may be certified as unfit/incompetent to work in the O/o the ECI .!!!
