Part of the exposure was done directly based on the numbers from the pilot's projection screen from the videos themselves. So, this is just another planes in infrared camera. The infrared camera only sees the hot air stream, not the plane itself. And the strange rotation of the object is the rotation of the infrared camera lens. The fast speeds of another object against the background of the ocean turned out to be not so fast, based on the readings of the numbers on the screen. It seems that the pilots in the navy were just trying to create a myth.

However this is still used today underwater, where it was originally found, namely for Aircraft and ships going down, ontop of more natural events.
So yeah, the Roswell Incident was certainly covered up, it *was* a Weather Balloon, just the exact reason it existed and it's equipment was what was hidden.
