And he was only 15 when the Nazis took power, so it's quite unlikely he would have gone to Germany for it (especially since Goody Two Shoes Rogers wouldn't even think of having a drink before his 21st, at which point the war had started and Oktoberfest cancelled)

Actually, if you think about it it makes even less sense. Captain AMERICA, is an AMERICAN who serves AMERICA in AMERICA. It makes things make even less sense when you make him write down things he missed out about countries that have nothing to do with him. Captain Germany shouldn’t be writing about how he missed out on what happened during or after Apartheid or missing out on District 9. That would be absurd. All the information that concerns Captain America about Germany he would have been debriefed about after the ice. Everything else that’s pop culture related is unnecessary because it’s pop culture literally everyone knows about them. For example, not everyone watches Star Wars but it’s know all around the world it’s not an American thing, same for James Bond he’s not just well known or immensely loved by British people.

I.e., in it's purely chauvinistic fashion of condensed ignorance they happily ignored the existence of a Sowjet driven German country, thr Peresrokoa, the free elections in 1990, the referendum for the re-unification, and it's inplementation.
