You’re spot on, it’s a keyboard going through distortion and other effects, plus lots of pitch bend abuse :) Actually, name dropping Jordan Rudess is quite accurate since I have lifted his technique of using the pitch bend for vibrato, which works wonders for super expressiveness!

Any time I'm doing a run in Risk of Rain 2 there's always moments when the track of an area picks up and I'm forced to recognize how much I enjoy the OST and its mood.

since you asked, the scenario you’re in when the song plays in the game is a teleporter, basically a really intense moment where you fight stuff and once your done you can go to the next level. (There is also a boss)

The composer uses some very guitar-like synths and plays them a lot like a guitar with slides. A lot of people thought he had some sick guitars going in the first game's OST when in fact they were synths! He also has an album commentary for the original RoR2 tracks if you are interested in that sort of thing.
EDIT: Also the song is one of the teleporter event songs. The level requires you to basically find loot around the stage and then activate the teleporter when you want to leave. The teleporter music is usually a lot more intense than the stage music and the stage music will fade out when you hit the teleporter and the teleporter music starts playing. The actual event itself summons a boss and you have to survive near the teleporter until it's fully charged which is why the music is much more intense than the other songs.
