He's in dropped D tuning, but capo'd up. It's quite an easy song just 3 chords D, G and A. It looks a little more complex because he's playing the D chord as a partial barre chord rather than the normal first position shape. It works ok using the normal D shape though you won't be able to get all of the "twiddly bits" as easily.
He is playing in Drop D. Usually his guitar is tuned half tone. Say from E to Eb. In his songbook CD (available in his website) you can find how to play this song. In his CD he says he uses Capo on 2nd fret tho
