This burnishing technique is very much applicable with wax based colored pencils such as Prismacolor Premier, especially if your reference photo is light and fair skin toned like this photo of BlackPink Jennie Kim. Smooth Korean, Asian white skin tones can still be tricky but using the right paper like this one, Strathmore Bristol 300 Smooth is just enough for this kind of portraits.
