Hi Jessica, if you change it on PS5, it will ignore the router's dns server and uses the one on PS5.
If you change it on your router, it'll affect for all devices connected to that router as long as you don't change it on each device and they're set to default.
I recommend changing on each device separately, I have quad9 on my PC and phone, cloud flare on PS5 and this way my phone is also safe from malware websites.
