Tera water increases the stab from surf even more, draco meteor hitting a lower roll + surf hitting a good one could help on the hit difference here.

crit chance boosts works in stages like stat boosts but scales faster, focus energy gives +2 stages and scope lens gives +1. Since gen 6 and after, +3 and above is 100% crit chance which is why his kingdra crit every time
