I think it is pretty clear that the only playable characters is "good" people. That why they come the long way to use the "rubber bullet" things to justified Saejima is actually clean.
@@uoal227 not sure how being an accomplice to murder (Saejima definitely had intent to kill and pretty much helped the true murderer kill those people way more easily, and point to Saejima as a scapegoat) would still make him clean, imo
I think it’s because narratively a lot of these bad guys would just murder their enemies no questions asked which would make the plot harder to make, as well as mean you wouldn’t have recurring bosses after you fight them. Like with all of the yakuza protagonist almost all of them try not to solve their problems with straight up executing people.
Imagine he had a playable section in K1, and the boss fights were Kashiwagi, Majima and Sera, just to explain why he their moves. Like he has Sera's throw and Majima's Harsh Lesson counter in the special Minamida Prix.
