Yes, you can apply. Just make sure your college is MCI & WHO recognised.

What does it mean? Are professors not good or college curriculum coz self study is necessary everywhere be it foreign or india
Yes. 90% work must be done from your side
Not that professors are not good. Its just that its quite easy to get caught up in the cycle of room-->class-->friends-->sleep and not get enought time to revise the previous portions that pile up. And sometimes when we miss the classea its way easy to pool down on backlogs and finally it becomes a mental toll.
And throughout this nobody is going to push you to study or start the journey as we have to take care of ourselves.
