No mam. Betterment charges (Akrama-Sakrama) are paid for conversation of B Khatha to A Khatha, whereas Tax is property tax which you need to pay irrespective of A or B Khatha. Hope this clarifies.

DC Conversion is done only for change of land use from Agriculture to Non-Agriculture or Residential use. You are not getting A Khata, probably because developer would have not taken layout formation/plan approval from BBMP or BMRDA within in whose jurisdiction it falls, hope this clarifies.
