Actually Apple recommends not to close background apps as it uses more energy and RAM to close the certain app and reopen after that, it’s better to keep all apps used open and frozen at background
The iPhone 15 does not have an "Always On Display" feature. This feature is only available on the iPhone 14 Pro, iPhone 14 Pro Max, iPhone 15 Pro, and iPhone 15 Pro Max. So, it's not a problem with your iPhone 15, it's just a feature that's not available on your model.
