Its transfer mask, its not a laminate. It's only there to remove the transfer from the carrier and gets tossed after heat pressing.

lol this was so confusing at first cuz most ppl refer to this as transfer tape/application tape/transfer mask, not laminate. Mainly cuz the transfer mask is then removed when heat pressed, unlike most laminates which would fuse under heat/pressure.
