I thought that if you accidentally kill someone (with no intent to do so) in the commission of a different crime, that death is automatically felony murder, and therefore would fall to homicide. The writers may have wanted to check into that. Lol...
Your argument makes total sense. I have no idea what CA state law was at the time but it makes sense that a death caused during the commission of another felony is automatic homicide.

There are NO such chemical plants in the LA area also, nor Chemical toxic waste treatment plants and dumping ground, either !!
There may be illegal toxic chemical waste dumping, but not by the large chemical companies - it is NO worth their while !!
Also, when there is such dumping, it is in remote, hidden places, not in the public sewers.
The issues are that the chemicals dumped into the ground, do make their way into the public water supply via ground water, then recycled through the normal re-circulation through the water treatment plants - typically seven times.

The majority of hazardous chemical issues that exist in California are from the agriculture pesticides, along with the semiconductor manufacturing

In addition, the portrayal to claim murder by such negligence or violation of the chemical regulations is far beyond the Laws and thus Nonsense too, even with knowledge.
In addition, there also no way there would possibly be enough cyanide from such dumping to escape in the air, nor through the sewer cover, ans thus for anyone to inhale the cyanide and thus die, or such only this one boy that was nearby. By then, all of the dumped chemicals would have passed through many hours prior during the night and certainly not remain in that area.

Then the remaining areas, ideas within the plot are just clear, simple Falsehood, Pretense, Lies, False Portrayals, False Narratives.
Certainly the company also uses computer records only by the middle 1980's too. There were certainly no such written documents, 'books' and not in some 'safety deposit box' either. There would be NO reason, basis to have such existing anywhere !!
