Don't bother, if the plant is too small to 'host' the peppers the blossoms will fall off. If you are concerned about the plant's energy being diverted into growing fruit when you want it to get bigger just increase fertilisation with Nitrogen, have peppers on the plant won't inhibited the plant's growth.
