In a previous match(team event) if i remember correctly when one player waited that long to lag the ref had them do it again. What is the rule and does refs interpret it diffirently?

I seem to not understand a 10-ball rule. Would anyone please explain me, why @1:17:29 when Atwell shoots at the 1 and misses, it is NOT foul and ball in hand.. Is that because it's the first shot after Ouschans break or something? Could she have called a push-out and I missed it (thought only the breaking player could do so)? Would love to understand what I missed here.
