This film mainly tells the story of the anti-drug "Zhanfeng" operation, which has been implemented for six years. Five policemen were undercover in Yueliang Village, a town in Yunnan. Three of them died within three years. The Zhanfeng operation has not made any substantial progress. The superiors decided to send He Zhiyuan (Xi Hongshi, played by Liao Shunjin) to go undercover in Yueliang Village again. The leader of the Zhanfeng operation team is codenamed Zhanfeng.
