Both. But I don't recommend freehand cutting.

hello ... with your trouser pattern drafting, u only added 1.5 inches . Is the seam allowance and no extra inches for alterations or even dart for the back?
Hello Bryte, remember 1 inch was added to the front waist measurement. In actual effect, 2.5 inches was added to the back waist measurement. 1 inch for dart and 1.5 for seam allowance which is for alteration. You may increase the seam allowance if your customer is a fast grower.
