1. if there are no local listener then how client connection happen to the database
The scan listener redirects the connection request to the node that is least loaded so when the local listener does not exists the client connections could be handled by the scan listener my guess.
2. what is the purpose of local listener
The local listener handles client requests that are directed to the specific node if scan listener is not configured. if scan listener is configured then local listener handles the connection request redirected by the scan listener

I have installed 12CR2 RAC . My clients are unable to connect but tnsping of db is happening.
I think , I must register the local listeners and add them manually to the grid listeners. Am I right sir ?
Air , do u have any documentation about things after installation of RAC and DB of 12C ?

If you don't have local listener then connection will happens through scan listener
if you want to use the deferent port other than 1521 then you have to use local_listener
@@Mallik034 I made a test by stopping the local listener on all nodes and trying to establish a connection from the SQL developer, as I was expecting, the connection failed, therefore I conclude that if there is no local listener running, the scan listener won´t be able to connect to the database and the client will receive an error. If I'm wrong, please correct me with the right answer.
Regarding what you said that if there is no local listener running the connection will happen through the scan listener, which worked on the test I did, but only by trying to connect to the database directly from the server.

Local_lister should point to local listener and its port
Remote_listener should point to remote_listener and port 1521 should be open.
